WebTo get clean copy you do not need to delete and redownload whole game folder as most data files stay the same during downgrade and it will only waste traffic and time. Delete only .exe and .dll files in game folder, verify game files in Steam, it should redownload only missing/modified files.

I transfered my saved games from C:\Documents and Settings\username\Local Settings\Application Data\Rockstar Games and i can see them in the game menu but they won't load properly.
